===== GA14: CIBERNÉTICA — A NOVA CIÊNCIA BÁSICA =====

Não é necessário ser profeta para reconhecer que as modernas ciências que estão se instalando serão, em breve, determinadas e dirigidas pela nova ciência básica que se chama cibernética.

Esta ciência corresponde à determinação do homem como ser ligado à práxis na sociedade. Pois ela é a teoria que permite o controle de todo o planejamento possível e de toda organização do trabalho humano. A cibernética transforma a linguagem num meio de troca de mensagens. As artes tornam-se instrumentos controlados e controladores da informação.

O desdobramento da Filosofia cada vez mais decisivamente nas ciências autônomas e, no entanto, interligadas, é o acabamento legítimo da Filosofia. Na época presente a Filosofia chega a seu estágio terminal. Ela encontrou seu lugar no caráter científico com que a humanidade se realiza na práxis social. O caráter específico desta cientificidade é de natureza cibernética, quer dizer técnica. Provavelmente desaparecerá a necessidade de questionar a técnica moderna, na mesma medida em que mais decisivamente a técnica marcar e orientar todas as manifestações no Planeta e o posto que o homem nele ocupa.

As ciências interpretarão tudo o que em sua estrutura ainda lembra a sua origem na Filosofia, segundo as regras de ciência, isto é, sob o ponto de vista da técnica. As categorias das quais cada ciência depende para a articulação e delimitação da área de seu objeto, a compreendem de maneira instrumental, sob a forma de hipóteses de trabalho.

A verdade destas hipóteses de trabalho não será apenas medida nos efeitos que sua aplicação traz para o progresso da pesquisa. A verdade científica é identificada com a eficiência destes efeitos.

Aquilo que a Filosofia, no transcurso de sua história, tentou em etapas, e mesmo nestas de maneira insuficiente, isto é, expor as ontologias das diversas regiões do ente (natureza, história, direito, arte), as ciências o assumem como tarefa sua. Seu interesse dirige-se para a teoria dos, em cada caso necessários, conceitos estruturais do campo de objetividade aí integrado.

"Teoria" significa agora: suposição de categorias a que se reconhece apenas uma função cibernética, sendo-lhe negado todo sentido ontológico. Passa a imperar o elemento racional e os modelos próprios do pensamento que apenas representa e calcula.

Il n’est pas besoin d’être prophète pour reconnaître que les sciences modernes dans leur travail d’installation ne vont pas tarder à être déterminées et pilotées par la nouvelle science de base, la cybernétique.

Cette science correspond à la détermination de l’homme (285) comme être dont l’essence est l’activité en milieu social. Elle est en effet la théorie qui a pour objet la prise en main de la planification possible et de l’organisation du travail humain. La cybernétique transforme le langage en moyen d’échange de messages, et avec lui, les arts en instruments eux-mêmes actionnés à des fins d’information.

La ramification de la philosophie en autant de sciences autonomes, et pourtant toujours de plus en plus résolument intercommunicantes, est l’achèvement légitime de la philosophie. La philosophie prend fin à l’époque présente. Elle a trouvé son lieu dans la prise en vue scientifique de l’humanité agissant en milieu social. Le trait fondamental de cette détermination scientifique est par ailleurs son caractère cybernétique, c’est-à-dire technique. Il est à présumer que le besoin de mettre en question la technique moderne dépérit dans l’exacte mesure où la technique met plus décisivement son empreinte et règne plus exclusivement sur les phénomènes de l’univers et sur la place qu’y occupe l’homme.

Les sciences sont en train d’interpréter selon les règles de la science, c’est-à-dire du point de vue de la technique, tout ce qui dans leur texture rappelle encore qu’elles proviennent de la philosophie. Les catégories auxquelles chaque science demeure assujettie pour la structuration et la délimitation de son champ d’objectivité, elle les comprend comme des instruments qui sont ses hypothèses de travail. Leur vérité n’est pas simplement mesurée à la seule capacité d’effectuation que leur application opère à l’intérieur du progrès de la recherche. La vérité scientifique est strictement superposable à l’efficience de cette effectuation.

Ce que la philosophie, au cours de son histoire, avait tenté çà et là, et chaque fois d’une manière insuffisante, à savoir d’exposer les ontologies des diverses régions de (286) l’étant (nature, histoire, droit, art), ce sont maintenant les sciences qui le prennent en charge comme la tâche qui leur incombe en propre. Leur intérêt se braque sur la théorie des concepts structuraux à chaque fois indispensables pour le champ d’objectivité qui leur est conjugué. « Théorie » signifie maintenant: supposition de catégories auxquelles n’est accordée qu’une fonction cybernétique, toute signification ontologique leur étant déniée. Le caractère opérationnel et la référence au modèle de la pensée représentative et calculante en sont venus à régner en maîtres.

No prophecy is necessary to recognize that the sciences now establishing themselves will soon be determined and guided by the new fundamental science which is called cybernetics.

This science corresponds to the determination of Man as an acting social being. For it is the theory of the steering of the possible planning and arrangement of human labor. Cybernetics transforms language into an exchange of news. The arts become regulated-regulating instruments of information.

The development of philosophy into the independent sciences which, however, interdependently communicate among themselves ever more markedly, is the legitimate completion of philosophy. Philosophy is ending in the present age. It has found its place in the scientific attitude of socially active humanity. But the fundamental characteristic of this scientific attitude is its cybernetic, that is, technological character. The need to ask about modern technology is presumably dying out to the same extent that technology more definitely characterizes and regulates the appearance of the totality of the world and the position of man in it.

The sciences will interpret everything in their structure that is still reminiscent of the origin from philosophy in accordance with the rules of science, that is, technologically. Every science understands the categories upon which it remains dependent for the articulation and delineation of its area of investigation as working hypotheses. Their truth is measured Not only by the effect which their application brings about within the progress of research.

Scientific truth is equated with the efficiency of these effects.

The sciences are now taking over as their own task what philosophy in the course of its history tried to present in part, and even there only inadequately, that is, the ontologies of the various regions of beings (nature, history, law, art). The interest of the sciences is directed toward the theory of the necessary structural concepts of the coordinated areas of investigation. "Theory" means now: supposition of the categories which are allowed only a cybernetical function, but denied any ontological meaning. The operational and model character of representational-calculative thinking becomes dominant. (On Time and Being, p. 58)

Es bedarf keiner Prophetie, um zu Erkennen, daß die sich einrichtenden Wissenschaften alsbald von der neuen Grundwissenschaft bestimmt und gesteuert Werden, die Kybernetik heißt.

Diese Wissenschaft entspricht der Bestimmung des Menschen als des handelnd-gesellschaftlichen Wesens. Denn sie ist die Theorie der Steuerung des möglichen Planens und Einrichtens menschlicher Arbeit. Die Kybernetik bildet die Sprache um zu einem Austausch von Nachrichten. Die Künste werden zu gesteuert-steuernden Instrumenten der Information.

Die Ausfaltung der Philosophie in die eigenständigen, unter sich jedoch immer entschiedener kommunizierenden Wissenschaften ist die legitime Vollendung der Philosophie. Die Philosophie endet im Gegenwärtigen Zeitalter. Sie hat ihren Ort in der Wissenschaftlichkeit des gesellschaftlich handelnden Menschentums gefunden. Der Grundzug dieser Wissenschaftlichkeit aber ist ihr kybernetischer, d. h. technischer Charakter. Vermutlich stirbt das Bedürfnis, nach der modernen Technik zu fragen, im gleichen Maße ab, in dem die Technik die Erscheinungen des Weltganzen und die Stellung des Menschen in diesem entschiedener prägt und lenkt.

Die Wissenschaften werden alles, Was in ihrem Bau noch an die Herkunft aus der Philosophie erinnert, nach den Regeln der Wissenschaft, d.h. technisch deuten. Die Kategorien, auf die jede Wissenschaft für die Durchgliederung und Umgrenzung Ihres Gegenstandsgebietes angewiesen bleibt, versteht sie instrumental als Arbeitshypothesen. Deren Wahrheit wird Nicht nur am Effekt gemessen, den ihre Verwendung innerhalb des Fortschritts der Forschung bewirkt. Die wissenschaftliche Wahrheit wird mit der Effizienz dieser Effekte gleichgesetzt.

Was die Philosophie im Verlauf ihrer Geschichte stellenweise und auch da nur unzureichend versuchte, die Ontologien der jeweiligen Regionen des Seienden (Natur, Geschichte, recht, Kunst) darzustellen, dies übernehmen Jetzt die Wissenschaften als eigene Aufgabe. Ihr Interesse richtet sich auf die Theorie der jeweils notwendigen Strukturbegriffe des zugeordneten Gegenstandsgebietes. »Theorie« bedeutet jetzt: Supposition der Kategorien, denen nur eine kybernetische Funktion zugestanden, aber jeder ontologische Sinn abgesprochen wird. Das Operationale und Modellhafte des vorstellend-rechnenden Denkens gelangt zur Herrschaft.
